Objective:   Define which processes and service layers are desired to be migrated to the provider versus retained to understand the Target State Concept of Operations and identify initial performance requirements.

1. Review Vision (C)
2. Understand the as-is operating model including people, process, organization, and systems (C)
3. Validate and update as-is operating model with stakeholders (C)
4. Validate the scope of service for Operations and Maintenance (O&M) and Migration (C):
  1. O&M type of support (e.g. seeking transaction processing, system only, or full services)
  2. Additional O&M support services (e.g. help desk, business intelligence, training, surge support)
  3. Migration support services (e.g. training, data conversion, data clean-up)
5. Identify major processes that will be performed in the new solution, how users will interact with the solution, the future state operating model (which processes will be performed where in the future), and how the solution will be supported during O&M (C)
6. Define the Target State Concept of Operations for retained and modernized/migrated systems and processes, which includes the Target State Systems Environment (C)
7. Report updates in governance meetings and Status Report/Dashboards (C)
